
Presentation of the Arrow of Light Award
and Crossover Ceremony

Be sure your Webelos have earned the Arrow of Light!
Thirty minutes before start go through a quick rehearsal.
Have everyone arrive early and seated 5 minutes before the scheduled start.
Light ceremonial fire 2 minutes before the start (for most effective natural lighting, 8pm on April 17 was a good time to start).
To start the ceremony Webelos den leaders bring second year Webelos Scouts from offsite into the fire ring to their seats (they should not see the OA ceremonial team beforehand).
Welcoming remarks by the Cubmaster.
Webelos den leaders present any awards Webelos have earned, such as activity badges, compass points, belt loops, etc.
(no other ranks should receive awards - this is a night for the Webelos)
Webelos leaders turn meeting over to the Order of the Arrow Tella Qualla Boundary Chapter of the Egwa Tawa Dee Lodge #129 Arrow of Light and Crossover ceremonial team.
Arrow of Light ceremony begins.
(Twice during the ceremony the Cubmaster will be asked for a response, so the CM should read it over beforehand)
(At the appropriate time during the ceremony Meteu will ask the Webelos leaders to come forward and present the AOL awards. The Webelos leaders should ask the Webelos to face the audience. Then the leaders say:)
Would all of the 2nd year Webelos' parents please come forward and stand behind your son.
(After the parents have assembled at the front):

The final and highest rank of Cub Scouting is the Arrow of Light. All of the Webelos Scouts standing before you have earned this prestigious honor.
(Address Webelos):
The Arrow of Light is a significant achievement. You had to fulfill many requirements. As long as you are in Scouting, even as an adult, you will be able to wear the symbol of the Arrow of Light on your uniform. Only later in life will you understand the full meaning of what you have accomplished.
Your parents stand behind you tonight just as they have throughout your Cub Scout career. So it is only fitting that I(we) present to them the Arrow of Light award, so that they may then give it to you, and congratulate you for a job well done.
(Loudly and clearly say the name of each Webelos Scout as you give the AOL patch to their parent, shake the parent's hand, then shake the hand of the Webelos Scout and say "Thank you for a job well done!")
As a constant reminder of your accomplishments I(we) would now like to present to each of you a special token of my(our) admiration for what you have done.
(Have the Cubmaster come forward with the handcrafted arrows - or other suitable memento - to assist the den leaders with handing them out. As you display an arrow for everyone to see, say:)
I(we) hope you will display this arrow proudly, so that every day you will be reminded of the things we have learned together during our Cub Scout years.
(Give each Webelos Scout an arrow, then say:)
The blue and gold colors of the arrow represent your past. The red and green are your future. The rawhide on the shaft symbolizes your strength under pressure -- you are strong, but flexible. Like the arrow, straight and true, as Scouts you have learned how to live your life, setting an example for others to follow. The arrow point is your focus on life as you face the challenges ahead.
You have shown us all what you are capable of achieving. You have lived the Cub Scout motto, "Do Your Best". When you leave here tonight I(we) challenge each of you to soar to greater heights. Those of you going on to Boy Scouts, I(we) urge you to follow the trail to Eagle.
As your den leader(s), I(we) will be honored to join you, wherever you may be, should you attain the rank of Eagle.
Please accept my(our) sincerest congratulations for your outstanding effort and best wishes for whatever your future holds.
(Webelos leaders return to their seats)
(There will be some applause here, but quickly turn the ceremony back over to the Order of the Arrow team, so they can continue. At the end of the ceremony the OA team will present the Webelos - the Webelos leaders should be the first to begin a long and standing ovation.)
The OA team will now transition into the Crossover ceremony. The Webelos will be led offsite and the Pack and Troop leaders will be asked to set up the crossover bridge and other props as needed.
(Restoke the fire if necessary.)
The OA team begins the Crossover ceremony.
(Once during the ceremony the Webelos leaders will be asked for a response, so they should read it over beforehand)
(During the ceremony the parents will be asked to cross the bridge with their Scout, so prepare them in advance for this moment)
When the ceremony is over, the Cubmaster steps forward to bring things to a close. He presents any recognition to the Webelos leaders and at this time parents may also present tokens of their appreciation to the Webelos leaders.
Finish with an appropriate Cubmaster minute or other closing.
(For example:
We now call upon the Great Spirit of all Scouts for His blessing on these young men. May these Scouts always strive to attain the noblest and highest ideals in life. Be their strength and guide. Cause them to follow a straight trail and to never be a reason for other Scouts to waiver from the path. Protect them for many moons to come. May the Great Master of all Scouts be with us until we meet again.)This concludes the ceremony. Have a safe trip home.

- Be active in your Webelos den for at least six months since completing the fourth grade (or for at least six months since becoming 10 years old), and earn the Webelos badge.
- Show your knowledge of the requirements to become a Boy Scout by doing all of these:
- Repeat from memory and explain in your own words the Scout Oath or Promise and the 12 points of the Scout Law. Tell how you have practiced them in your everyday life.
- Give and explain the Scout motto, slogan, sign, salute, and handclasp.
- Understand the significance of the Scout badge. Know its parts and tell what each stands for.
- Tell how a Boy Scout uniform is different from a Webelos Scout uniform.
- Tie the joining knot (square knot)
- Earn five more activity badges in addition to the three you
for a total of eight. (Youalready earnedthreefor the Webelos badge. The total of eight activity badges must include:Citizen, Fitness, Readyman, and at least one from the outdoor group, one from the mental skills group, and one from the technology group.)

- After you have completed all five of the above requirements, and after a talk with your Webelos den leader, arrange to visit, with your parent or guardian, a meeting of a Boy Scout troop you think you might like to join.
Talk toHave a conference with the Scoutmaster.Then get an "Application to Become a Boy Scout," fill it out and have your parent or guardian sign it. Show it to your Webelos leader and talk about your interest in becoming a Boy Scout.Complete and turn in a "Join Boy Scouting" application to the Scoutmaster during the conference.
The following is NOT part of the Official BSA Requirements.
It is our interpretation of the last requirement above.The last sentence of Requirement 6 does NOT say "Join a Boy Scout Troop", it says "complete and turn in" an application. Since (1) the Arrow of Light can not be earned after a boy has transferred into a Boy Scout Troop, (2) the troop where the boy has his conference is not necessarily the one he ultimately may join, and (3) there may be an extended period between the time he has the conference and the time he completes the other requirements or actually joins a Boy Scout Troop (if he does join one), we recommend the following procedure be followed:
- Do EXACTLY what the last sentence of requirement 6 says:
"Complete and turn in a "Join Boy Scouting" application to the Scoutmaster during the conference."Then do the following:
- Have the Scoutmaster sign the application during the conference, as proof that the conference took place.
- At the end of the conference, take the application back, bring it to the next Webelos den meeting, show it to the Webelos den leader, as proof that the requirement was done, and ask the leader to initial requirement 6 in his book.
- Once the boy has completed the other requirements, and received his Arrow of Light, and when he is ready to transfer to a Troop, turn in the application to the troop of the family's choice, pay any fees for transferring or joining, and ask that the form be processed. If it is a different troop, just use a new application form.
